NATO's Science for Peace and Security Programme introduced a two-stage application process for multi-year research projects. Applicants first submit a short proposal for review by the programme office and an independent scientific group.

Only selected applicants move to the second stage and prepare a full proposal for further assessment and Allied approval. NATO said the change was intended to reduce early administrative work and improve the quality and relevance of final applications.
