NATO Secretary General Mark Rutte delivered a pre-summit speech at Chatham House titled Building a Better NATO. He described the security challenges facing the Alliance before leaders met in The Hague later that month.
Rutte argued that Allies needed to raise defence investment to 5 percent of GDP and increase forces, equipment and production. The speech presented the proposed spending plan as necessary to carry out NATO's defence plans and maintain deterrence.
