The European Union condemned Russian missile and drone attacks on Ukrainian cities during an emergency UN Security Council meeting and called for the strikes against civilians and civilian infrastructure to stop.
The EU said intentionally directing attacks against civilians or causing disproportionate civilian harm can constitute war crimes. It reiterated support for an immediate, full and unconditional ceasefire.
Brussels said diplomatic efforts must lead to a just and lasting peace based on the UN Charter, while maintaining support for Ukraine's independence, sovereignty and territorial integrity.
