High Representative/Vice-President Kaja Kallas said the EU and NATO held a Chinese state-backed actor responsible for a malicious cyber campaign targeting the Czech Republic.

Kallas described the cyber activity as an unacceptable breach of international norms and said the EU stood in solidarity with Czechia. She warned that the Union would not tolerate hostile cyber actions and remained ready to impose costs for such behaviour.

The remarks came as cyber threats increasingly form part of the EU’s foreign and security policy agenda. Kallas said malicious actions in cyberspace are serious because so many parts of public administration, infrastructure and democratic life now depend on secure digital systems.

The issue was also linked to relations with China, with Kallas saying the EU would raise such concerns with Chinese counterparts while maintaining channels for dialogue.
