High Representative/Vice-President Kaja Kallas told the European Parliament that Greenland’s future must be decided by Greenlanders, framing the issue as part of a wider defence of the rules-based international order.
Speaking in Strasbourg, Kallas said the EU’s approach rests on respect for sovereignty, self-determination and international law. Her remarks came during a debate focused on Greenland’s right to determine its own path and on the strategic significance of the Arctic.
The High Representative also connected Greenland to broader security and geopolitical dynamics, noting that the Arctic has become more important as climate change, trade routes and strategic competition reshape the region.
The speech presented the EU as a partner that supports cooperation with Greenland while rejecting pressure politics. Kallas argued that the same principles applied in Europe’s neighbourhood must also guide relations in the Arctic.
