High Representative/Vice-President Kaja Kallas addressed the IISS Shangri-La Dialogue in Singapore, using one of Asia’s major security forums to defend the UN Charter and the rules-based international order.

Kallas thanked the International Institute for Strategic Studies for convening the dialogue and framed her speech around the need to resist aggression, uphold international law and strengthen cooperation between Europe and Indo-Pacific partners.

Her remarks connected Russia’s war against Ukraine to wider global security principles, arguing that violations of sovereignty in one region have consequences for others. She presented Europe’s security and Indo-Pacific stability as increasingly linked.

The speech closed the month by reinforcing the EU’s message that partnerships in Asia are not separate from European security. For Kallas, defending the UN Charter, maritime security and rules-based conduct are shared responsibilities across regions.
