The European Commission has adopted a fair mobility package intended to make it easier for people working across EU borders to prove social security and health insurance rights, have professional qualifications recognised and receive protection from labour abuses.
The European Social Security Pass would allow people to request and receive social security documents digitally, including the European Health Insurance Card and the portable A1 document used by workers temporarily posted to another EU country, stored in the EU Digital Identity Wallet.
The Commission also proposes faster recognition of regulated professional qualifications, with mandatory digital procedures reducing the recognition period for professions such as doctors, nurses, engineers and teachers from three months to five weeks.
The European Labour Authority would receive stronger tools for cross-border enforcement, including measures addressing abuses involving third-country nationals and illegal employment. Once fully implemented, the Commission estimates the package could generate EUR 6 billion in benefits by 2040.
