The European Commission has proposed mobilising €489 million from the European Union Solidarity Fund to help Portugal, Spain, Italy and Malta recover from severe storms and flooding that struck the four countries in January and February 2026.

Under the proposal, Portugal would receive €261 million, Spain €149 million, Italy €74.8 million and Malta €3.72 million, intended to support emergency and recovery operations and rebuild damaged transport infrastructure.

In Italy, Storm Harry affected Sicily, Calabria and Sardinia; in Spain, Andalusia and Extremadura faced road closures and prolonged disruption to electricity and water; in Portugal, flooding and landslides caused 18 deaths and forced evacuations.

Portugal, Spain and Malta have already received advance payments, with €385.6 million remaining to be paid if the proposal is approved by the European Parliament and the Council.
