NATO Allies and partner countries committed more than $4 billion for military equipment and munitions for Ukraine under the Prioritised Ukraine Requirements List, a mechanism designed to finance critical equipment sourced from the United States.

NATO said participating countries had been committing approximately $1 billion a month since the initiative began in August 2025. During the December meeting of NATO Foreign Ministers, three additional packages worth $500 million each were announced, widening the group of countries financing urgent Ukrainian requirements.

One new package was funded by Germany, Norway and Poland, another by Germany, the Netherlands and Norway, while Belgium, Canada, Luxembourg, Portugal, Slovenia and Spain financed a third. NATO partners Australia and New Zealand also pledged support to the mechanism.

Secretary General Mark Rutte said two-thirds of NATO Allies had declared an intention to contribute. NATO described the packages as particularly important for air defence and other high-priority capabilities needed by Ukraine as Russian attacks continued during the winter.
