Speaking in Rotterdam, Secretary General Mark Rutte called for stronger cooperation among governments, militaries, businesses and citizens to improve resilience.

He highlighted energy, infrastructure and societal preparedness and pointed to the Port of Rotterdam's strategic role in moving troops and equipment during a potential crisis.
