Secretary General Mark Rutte met German Chancellor Friedrich Merz and Defence Minister Boris Pistorius in Berlin ahead of the Ankara Summit.
Rutte praised Germany's defence investment and military contributions, including deployments on NATO's eastern flank. He said the Alliance was working toward a stronger European role while preserving its transatlantic character.
